Although the guide says you can use the schools they seem to be disabled. When you send a character for training, their character page (the left pop-out menu) shows infinite time remaining and no green progress ever shows up on the ring around the head icon.

It does seem like nothing's happening, but in my games the people I sent to school did improve. I didn't attempt to quantify the progress but I can recall tossing in a bunch of late-game scientists (perfectly useless chaps) as defense students and they gained skill over time.

Schools work fine for me. Send someone in and check on them a few days later, and they should have at least gained a fraction of a level.

Yes, it seems to be 3 days for one level, which is consistent with Rebuild 2. Just unclear if the lack of time estimates/tracking was a bug or an item already on Sarah's to do list.

Itried more than 3 days for scientist and no progression was shown

Also on training via experience, my Level 5 leader remains at Level 5 even after becoming governor and drafting a constitution. Which seems like a bug or incomplete feature, unless it's actually a political point about incumbency...
