I think that some policies should not be "random".

Fx. the "Shower Ration", the "Generators" and the "Food Ration" policies should have an instant trigger.

Fx. Shower Ration should be as soon as you have fixed the water treatment plant
Generators when both "generator power" have be researched and the powerplant have been repaired.
Food Rations should be when your farm produce a large surplus of food (im thinking maybe +100 pr day)

And so on, you get the idea.
That some policies isn't random, but is presented instant when certain things have been done
